I agree, it's not the usual label design, but I do believe that is the same Tops label. Same design is found on the following Tops 45s (Source is label pictures in my collection) :R247, R278, R291 and R306. Maybe more were printed this way.Another unusual design (6 Hits, this time) is found on Tops S13.
